It's not complicated, it's just a can of cleaning fluid for an electric razor - and it works. I cleaned the blades of a Philips Bodygroomer and an Oster Fast Feed with it, zero problems.
Please use this product on your electric razor. I was astonished at the amount of hair that was still in the Oster after a thorough brushing. It's cheap and highly effective, and will prolong the life of your razor and its blades.
I don't believe that the razor wash lubricates the razor, but I could be wrong. The directions tell you to lubricate the blades with oil afterwards.

I put the blade wash in a container I could seal. Swish the blade (not attached to the clipper) in the fluid and the hair seems to float off. The hair sinks to the bottom and I was able to use the same fluid for several cleanings. Cleans so much better than any brushes I'd tried.

smells like mineral spirits. looks like a aerosal can , but is actually a screw on top bottle. I pour about 1/2 cup in dish and run the blades in the wash while turned on. keeps the blades sharp, clean, and lubed. overall, good product.
